To answer the question, I honestly do not know for sure because the vast majority of the minority that are turbo saturns have either DOHC or have swapped from SOHC to DOHC because of the massive restriction.
I would say that 5-7psi would be safe with a piggyback controller for fuel. either way it seems that if you are going to be using the SOHC for a turbo engine, you shouldn't be boosting at all. no offense, but if it's a matter of circumstance over choice, don't do it. save the money for something worth while.
